UAS Software for Public Safety Operations in 2026
Most agencies pick their drones first and their software second. Eighteen months later, most of them wish they’d done it the other way around.
The aircraft is the visible part of the program. It’s what gets photographed for the press release, argued over at budget meetings, and fussed with in the hangar. But the aircraft is not what determines whether your drone team is actually useful at 2:47 a.m. on a missing-child call. The software is. The software is the thing that decides whether three pilots in three vehicles are running three uncoordinated sorties or running one coherent mission. It’s the thing that decides whether your evidence chain holds up in court. It’s the thing the incident commander is actually looking at.
So if you’re sitting with a stack of vendor decks and a procurement deadline, this is the guide I wish more agencies read before the demo cycle starts. Seven criteria, in rough order of how much they’ll matter to you once the honeymoon is over.
A quick note on the landscape before we start
The public safety drone space has changed fast. The Law Enforcement Drone Association now counts roughly 6,000 police drone programs in the United States, roughly a fourfold jump since late 2024, driven almost entirely by the normalization of Drone as First Responder (DFR) programs. The FAA’s Part 108 Notice of Proposed Rulemaking landed in August 2025, the final rule is expected to drop during spring 2026, and the “Unleashing American Drone Dominance” executive order is pulling the whole regulatory timeline forward. Agencies that bought software in 2022 are finding out the hard way that a platform sized for a two-aircraft pilot program doesn’t survive contact with a rooftop dock, a CAD integration, and a 24/7 DFR op.
This guide is written assuming you’re buying for where your program is going, not just where it is.
1. Real-time situational awareness, the common operating picture
“Situational awareness” is the most abused term in the vendor deck. Every platform claims to deliver it. Almost none of them define what they mean.
Here’s the test that matters: when a call is live, can the incident commander, a remote pilot in the EOC, a supervising sergeant on scene, and a mutual-aid unit two counties over all look at the same map, at the same moment, and see the same drone tracks, the same search areas covered, the same video feeds, and the same subject location, with latency measured in seconds, not minutes? If the answer is no, you don’t have real-time situational awareness. You have a fleet tracker.
A real common operating picture (COP) layers aircraft positions, flight paths, coverage polygons, ADS-B traffic, temporary flight restrictions, and field team GPS onto one map that updates continuously. It’s not a feature. It’s the product. If you remember nothing else from a demo, remember to ask the vendor to show you the COP with at least three aircraft flying and at least two users watching, one on-scene, one remote, and watch the refresh rate.

2. Multi-aircraft support, and how it scales
The difference between operating one drone and operating three is not three times the difficulty. It’s closer to ten times. The difference between three and six is worse.
Every aircraft adds a pilot, a comms channel, a battery cycle, an airspace footprint, and a coordination surface. Platforms built around the assumption of one pilot per aircraft fall over somewhere around the third sortie. You’ll see it in the form of overlapping search coverage, subjects being tracked by two aircraft while a third aircraft is unassigned, or, worst, two aircraft converging on the same altitude because nobody was watching the tactical deconfliction.
Ask the vendor:
- Can I assign a sector to an aircraft and have the platform enforce it?
- Can I hand off a subject from one aircraft to another without losing the track?
- If a battery hits minimum, does the platform auto-reassign that aircraft’s coverage to another in the fleet?
- What’s the pilot-to-aircraft ratio the platform actually supports?
All of this is really a question of cognitive load. The pilot running sorties into hour eight of a protracted search is not the pilot who started the shift. The software’s job is to automate the busywork (battery tracking, coverage logging, deconfliction math, flight log entries, waypoint math) so human attention stays on the things only humans can do: reading the video feed, deciding where to look next, coordinating with ground teams. Every manual step the platform requires is a step it’s asking a tired operator to execute correctly at 3 a.m. That math never works out the way the demo suggested it would.
The DFR vendors have pushed the state of the art here. Skydio X10s launching in under twenty seconds and autonomously routing to incidents, Flock DFR averaging 86-second response times with 78% of calls hitting drone-on-scene first. Those numbers are product numbers. You can’t hit them on a platform that treats multi-aircraft as a feature bolted onto a single-aircraft GCS. 3. Comms and CAD integration, because the information gap is the danger
Ninety percent of public safety agencies already have a CAD system, a dispatch workflow, and a radio net that predates anyone’s drone program. The drone platform has to live inside that ecosystem, not next to it.
The expensive failure mode here is silos. Dispatch gets a 911 call and opens a CAD ticket. The drone team launches separately and is looking at their own map with their own incident list. The IC on scene has a third view. Fifteen minutes in, the drone has found the subject, and the finding gets relayed via voice over a secondary channel to an officer who’s looking at a different map entirely. That’s not a hypothetical. That’s how calls get lost.
A serious platform should answer yes to the following:
- Can our CAD system push incident data into the drone platform via API or webhook, so a new call automatically creates a mission record?
- Can flight data, subject coordinates, and video evidence flow back to CAD or a records management system without anyone re-keying it?
- Can we securely share a live video link with mutual-aid agencies or command staff on their cell phones, without exposing telemetry or pilot identity?
- Does it integrate with the comms platforms we actually use (ATAK/TAK, Motorola, HigherGround, whatever lives on our mobile data terminals)?

4. FAA compliance and audit posture
This is the one that gets agencies in trouble when the city attorney gets involved.
Compliance is not a marketing feature; it’s the baseline that determines whether your program survives a records request. In 2026, that means the platform handles:
- Remote ID broadcast and logging. Every flight, every aircraft, every time.
- LAANC authorization workflow. Auto-request when feasible, log the approval, attach it to the mission record.
- Part 107 waiver compliance. Night ops, ops over people, BVLOS, whatever your current waiver authorizes, the platform should enforce the envelope.
- Part 108 readiness. The final rule is imminent. Operators will carry responsibility at the organizational level, with Operations Supervisors and Flight Coordinators as newly-defined roles. If a vendor can’t tell you, specifically, how their platform will support Part 108 Permitted operations and the new personnel-role structure, you are buying into a migration project, not a platform. - NDAA posture and data sovereignty. The DJI conversation isn’t going away. If your agency has any federal funding pathway, any critical infrastructure role, or any prospect of mutual aid with a federal partner, this matters now and will matter more. Ask where the servers live. Ask who owns the company, and who will own it if it’s acquired. Ask whether the platform is Blue UAS-adjacent, whether your flight data and video ever transit foreign infrastructure, and whether data-at-rest is stored under US-controlled ownership. - Geofencing and airspace enforcement. Not advisory. Enforced.
- Full audit trail. Every takeoff, every command input, every payload activation, every handoff, timestamped, user-attributed, immutable, exportable.
If you’re a state or local agency, ask about compliance with Texas Government Code §423.008-style transparency mandates even if you’re not in Texas. More states are moving in that direction, and the platforms that are already generating public-facing reporting dashboards (Montgomery County Maryland, Chula Vista) have a substantial head start. You want to be on the right side of that wave, not catching up to it.
5. Offline and degraded-network capability
Here is a small tragedy of the public safety drone industry: the cloud-first platforms work best in exactly the conditions where you don’t need them. The coverage is strongest downtown. It gets thinner in the exurbs. It falls off a cliff at the treeline. And the call that will define your agency’s drone program is going to come in from a forest service road at 2 a.m. where one bar of LTE is a luxury.
Ask the vendor, directly: what happens to your platform when the internet goes away?
Acceptable answers involve some combination of:
- Local-first mission execution that continues running on a ground station or laptop even with no connectivity.
- Cached map tiles, airspace data, and mission plans downloaded in advance.
- Mesh or radio-based comms between aircraft and ground that don’t depend on cellular.
- Automatic sync when connectivity returns, with no data loss.
Unacceptable answers involve some version of “well, you wouldn’t really lose connectivity that often.” You absolutely would. SAR teams do it every week.
This is also where the cloud-vs-on-prem deployment conversation starts. Agencies operating in remote terrain, agencies with federal data handling obligations, and agencies serving critical infrastructure should be especially rigorous here. 6. Real-time telemetry across the fleet
Telemetry means different things depending on who’s selling it. The test for public safety: can the incident commander see, at a single glance, the health and status of every aircraft in the air, without clicking into individual aircraft views?
That means battery percentage and remaining flight time, link quality, GPS lock status and accuracy, altitude, airspeed, payload status (camera mode, gimbal angle, laser or spotlight state), and any active warnings or failsafes. All of it. All aircraft. One screen.
If your IC has to tab through four aircraft pages to check battery levels while managing an active call, you will be the agency in the post-incident review whose drone ran its battery to zero over a residential neighborhood. Centralized telemetry isn’t a power-user feature. It’s an incident-commander feature. And it’s one of the clearest dividing lines between software built for enterprise fleet operations and software built around a single-pilot mental model.
7. Audit trails, evidence integrity, and the part your prosecutor cares about
Your drone footage is evidence. The fact that it’s evidence is not a feature you can retrofit.
When a defense attorney subpoenas your flight records, you will be asked to produce, at minimum: the full flight log with GPS coordinates and altitudes, the video file with unmodified timestamps, the chain of users who viewed or downloaded it, the tasking authority that ordered the flight, and proof that the file is unaltered from its original state. If any of those pieces live in different systems (the video on a pilot’s SD card, the flight log in a manufacturer’s cloud, the tasking in CAD, the chain of custody in a shared drive), you have a problem. You may still have an admissible case, but you have a problem.
Criteria:
- Video, telemetry, and metadata are captured together, timestamped together, and stored together.
- Chain of custody is logged automatically, not maintained by hand.
- Files are cryptographically integrity-checked so you can prove non-alteration.
- Exports for discovery and FOIA happen via a documented workflow that produces a defensible package, not a zip file someone threw together.
- Role-based access control with real granularity, not just “admin / user.”
The agencies publishing live DFR transparency dashboards (Montgomery County, Chula Vista) are effectively running their evidence systems in public. That’s only possible on a platform where the audit trail is the core record, not an afterthought.
The shortlist test
One practical note before you pick a shortlist: every criterion above comes with a cost that won’t fully appear on the year-one invoice. The platform you evaluate in a 90-day pilot is not the platform you’ll operate five years in, after the fleet has tripled, the CAD integration has been renegotiated twice, and your pilot roster has turned over. Ask each vendor for a five-year total cost projection at three, six, and twelve aircraft, including per-pilot seats, storage for video and telemetry, integration fees, and whatever “professional services” line item they bury in the SOW. The vendors who can’t, or won’t, give you a real number are telling you something.
Once you’ve worked through the seven criteria and the cost picture, the shortlist test itself is simple. Pick your worst day. The call that made the evening news. The multi-jurisdictional search that went sideways. The one your team still argues about.
Walk the vendor through that call, step by step, and ask them to show you, not tell you, show you, how their platform would handle it. Live data in the demo environment. Real multi-aircraft scenario. At least one deliberately broken thing (a lost link, a depleted battery, an airspace incursion) so you can see how the platform surfaces problems under pressure.
Good vendors love this. They’ve been waiting for you to ask. The ones who steer you back to the canned happy-path demo are telling you something about their product, and it’s not flattering.
